In July of 2020, San Francisco passed the Caution Against Racially Exploitative Non-Emergencies (CAREN) Act as a response to White women nationwide repeatedly calling police on people of African descent who were not involved in criminality, but were viewed as threatening. This law makes filing false police reports illegal and designates such discriminatory 911 calls as hate crimes. The most notorious instance of such an act occurred May 25, 2020, when Amy Cooper, a law breaking White woman, called the New York Police Department to report birdwatcher Christian Cooper as “threatening” after he asked her to place her dog on a leash, which is required in Central Park. The cell video he recorded exonerated him and she was subsequently arrested then required to complete a racial bias training course.
